Where can I get a Blue Fake Ballistic/Tactical Vest like Deputy Travis Junior on Reno 911 for a Costume?

I would not like to spend a bunch, like the cost of a real tactical vest... I just want something that looks like the bulletproof vest but not a real one.

Here's an idea. You can probably pick up the body armor shell on e-bay or some similar site for cheap. Cut out cardboard inserts and use them to fill the carrier. It will be much cheaper then buying actual body armor.
